May 2025 Minutes Annual Parish Meeting

SPRIDLINGTON PARISH 
 
Minutes of the annual parish meeting held on Wednesday, 7th May 2025 at 6.30pm in the Village Hall.

In attendance: the Clerk.
Apologies: None. 
 
To approve the Minutes of the last meeting held on 14th May 2024: The minutes were signed as a true record.
 
Chairman's report: The biggest concern has been speeding in the village. The chair and vice chair have been proactive and have liaised with Lincs Road safety Partnership and purchased yellow speed signs. Unfortunately, the village does not qualify for any national speed reduction . The Parish Council is looking for funding for a new speed indicating device which will flash the speed and volunteers are needed to form a Community Speed Watch in the village. PC Toyn has been very proactive and has issued a number of speeding tickets. This is an ongoing issue.
 Planters are now sited at the entrances to the village and have just been planted up. Thanks to go to Mr Clough for gifting the planters and to Mr and Mrs Morton for planting. Other good news is that the clerk has decided to stay on in her role for a few more years. However, we are now down to four councillors and desperately need to co-opt three councillors so the parish council can function.
There was a spate of burglaries in the New Year. A meeting was held which was well attended and a Neighbourhood Watch has been set up. 
Finally the roads are in a terrible state, particularly Welton Road. These are regularly reported to LCC but only a small proportion of the problem has been fixed. This is dangerous and will be reported to LCC again.
 
Responsible Financial Officer's Report: Outgoings for the year were £4276.40 and income £4719.10. Council is still awaiting reimbursement of monies for grass cutting from LCC. Reserves carried forward to this financial year are £11,767.59, an increase of almost £500 on last year. This figure includes Community Infrastructure Levy amount of £514.52 to be spent on a village project.   
 
Open meeting: Mr Rollinson addressed the meeting and gave information on the Ad plant.
Mr Morton said drivers need to be aware of traffic and slow down.
Mr Rollinson agreed. It is quite a bulky product and the trailers are large but not heavy. If anyone needs to complain, please take the number of the trailer which is on the side.
PC Toyn said this does work and is the best way to resolve the problem.
Mr Rollinson said that the trailers should not be going through the village this year.
Mrs Morton asked if it was possible to feedback to drivers not to drive in convoy.
Mr Rollison replied that they were asked not to.
Mr Morton asked if fast track trailers were used.
Mr Rollinson replied in the affirmative and added that these have disc brakes and do 40mph maximum. He added that grass harvest starts tomorrow and if any problems, please make him aware.
Mrs Morton said she had observed a young driver on his phone coming through the village.
Mr Rollinson said that they have a no phones policy and if anyone is caught they will be sacked.
Mrs Morton then asked how often the roads were cleaned.
Mr Rollinson replied that they try to do it as often as possible but the soil type is heavy sticky clay which makes it difficult to clear.  There is also other farm traffic so it is not always them causing the problem.
PC Toyn asked for more signage to be put out.
Mr Rollinson informed the meeting that both gas and electricity are fed into the grid and that the lifespan of the digester is another fifteen years. He also offree visits to the plant for anyone interested. 
It was agreed that times and periods of movement be put in the Signpost magazine.
