Minutes of the meeting of Spridlington Parish Council held on Tuesday 20th November 2018 at 7.30pm in Spridlington Village Hall
Present: Councillors Kealey, Smith, Clough and Grant
Before the meeting starts there will be an opportunity for members of the public to speak.
1. Apologies and their reasons for absence were received from Councillors Hayes, Marris, District Councillor England and PCSO Law
2. To receive declarations of interest in accordance with the 2000 Local Government Act. Members may make any declarations at this point, but may also make them at any point during the meeting – there were no declarations made at this point.
3. Minutes of the last meetings held 18.09.18 – these were read and signed as a true record.
4. Matters arising from those minutes
a) Kier barriers had been moved ready for collection.
b) Councillor Clough had attended Hackthorn & Cold Hanworth Parish Council’s informal drop in session regarding the NHP. He reported a good turn out for the question and answer session.
5. Policing matters to include:
a) Members discussed a car accident at the junction of Hackthorn Road/Cliff Road
6. County & District matters to include – there were no matters.
7. Financial Matters to include: - there were no financial matters.
8. Planning matters to include:
a) Neighbourhood Plan – The plan is close to being finished. Typos etc are being rectified. The steering group will meet on 22nd November. The next step is for the Parish Council to formally approve the documents. The examiner has been chosen and there will be a 6 week consultation period followed by the referendum, which will take place late spring or early summer 2019.
b) 138497 – Planning application to convert first floor of existing barn to form holiday cottage-family annexe together with associated car parking, resubmission of 138077 at Spridlington House, Faldingworth Road, Spridlington (https://planning.west-lindsey.gov.uk/planning/details.asp?id=138497&nb=1#content) – members discussed this application at length, whilst perusing the documents. The members discussed the dual purpose of the application – with possible implications on the NHP. Members were happy with the design and parking arrangements. The members replied to WLDC asking if the application can be granted as both residential and a holiday cottage, and if granted for the holiday cottage would this count towards the target of 4 new dwellings as in the draft neighbourhood plan.
9. Highway matters to include:
a) Light at Village Hall – Councillor Clough had met with Grant White of WLDC and walked around Spridlington. Councillor Clough updated the members on possibilities for the village regarding the street lights, including extra light opposite the village hall. It was thought that there maybe a connection in the VH for the light. This to be investigated. Possible conversion of VH light to LED.
b) Street light at bungalows not working – JS to report.
c) Manhole cover at Faldingworth Road/Owmby Road corner – Clerk to chase up.
d) Parish Agreement – Urban Highway Verge Cutting 2019/20 – on agenda for next meeting.
10. Broadband – Councillor Clough to meet with WLDC January 2019.
11. British Red Cross free first aid sessions for Parish Councils – clerk to obtain more details.
12. Emergency Text Alert System – Clerk and MG’s details to be forwarded.
13. Town and Parish Council Safeguarding Conference/Workshop 28.11.18 – no one to attend.
14. Correspondence – put out for perusal.
15. Any other items for discussion
a) Letter had been sent to A Burkitt, no response.
16. Items for inclusion on the next agenda – precept and grass cutting.
