Minutes of the Annual Meeting of Spridlington Parish Council held on Tuesday 25th May 2021 on the conclusion of the Annual Parish Meeting (7pm start) in Spridlington Village Hall
Present: Councillors Marris, Grant, Cowling and Smith and 7.40pm District Councillor Grimble
1. Election of Chairman and signing of Declaration of Acceptance of Office – Councillor Marris was proposed and seconded. The form was duly signed.
2. Election of Vice-Chairman and signing of Declaration of Acceptance of Office – councillor Kealey was proposed and seconded. The form would be signed in due course.
3. Apologies and their reasons for absence were received from Councillor Kealey and PCSO Law.
4. To receive declarations of interest in accordance with the 2000 Local Government Act. Members may make any declarations at this point, but may also make them at any point during the meeting – Councillor Marris declared an interest in item 11d, due to being a member of the Village Hall Committee.
5. Parish Council vacancy – Councillors to approach parishioners to find someone interested in co-option. To put on the next agenda.
6. Minutes of meeting held 9th March 2021 – These were read and signed as a true record.
7. Matters arising from those minutes
a) Litter pick went well.
b) No through road had been requested.
c) Dig bin has been installed.
d) The community space appeared to be a no go on land owned by Mr Albone.
8. Matters arising from the Parish Meeting – There were no matters arising.
9. Policing matters to include:Report – van selling fish, all was above board.
10. County & District Matters to include: - nothing to report.
11. Financial Matters to include:
a) Insurance due £197.57 – agreed and a cheque was duly drawn up.
b) LALC subscription £74.95 - agreed and a cheque was duly drawn up.
c) Clerks salary at £10.04/hour (1.5 hrs/week) £783.12 - agreed and a cheque was duly drawn up.
d) To discuss a donation to Spridlington Village Hall (Councillor Marris leaves the room for this item) – members discussed the donation and unanimously agreed on a £500 donation. To put on the next agenda.
Councillor Marris returns to the meeting.
e) To discuss a donation to Signpost Magazine – members discussed the donation and unanimously agreed on a donation of £150.00. To be put on the next agenda.
f) Grass cutting £146.10 to pay – agreed to pay.
12. Planning matters to include:
a) Application by A Birkitt – comprehensive reasons were listed for refusal.
13. Highway matters to include:
a) Speeding – reports of speeding through the village, particularly on Cliff Road. Members discussed various equipment or signage that may help reduce speeding.
7.40pm District Councillor Grimble arrives.
b) Junction – Cliff Road/Hackthorn Road – still in a state of disrepair.
c) Verges on Hackthorn Road – to be reported on fix my street.
14. Broadband in village hall – currently no broadband in the village hall.
15. Any other items for discussion – nothing to discuss.
16. Items for inclusion on the next agenda – donations to Signpost and Village Hall Committee.
17. Date and time of the next meeting(s) – 13.7.21, 14.09.21, 09.11.21, 11.01.22, 08.3.22 and 10.05.22. All meetings to start at 7.30pm except 10th May 2022 which will start at 7pm for the Annual Parish Meeting.
