Spridlington Parish Council

Minutes of the meeting of Spridlington Parish Council held in Spridlington Village Hall on Tuesday 9th November 2021 at 7.30pm.

Present: Councillors Marris, Cowling, Grant and Morton, also present District Councillor Grimble.

Before the meeting starts there will be a 15 minute period for the public to speak.

Apologies and their reasons for absence were received from PCSO Law, Councillor Kealey and District Councillor England.

To receive declarations of interest in accordance with the 2000 Local Government Act.  Members may make any declarations at this point, but may also make them at any point during the meeting – Councillor Marris declared an interest in item 8a.

Minutes of meeting held 14th September 2021 – These were read and singed as a true record.

Matters arising from those minutes

143465 – Corner Cottage – granted – delegated powers.

Community Asset to be renewed. 

Asset register – Councillors Marris and Grant to look at.

Policing matters to include:

Report from PCSO Law – no report, but mentioned at the meeting that a shed on Church Hill had been broken into.

County & District Matters to include: Councillor Grimble reported that everything is in order at West Lindsey, meetings are back at the Guildhall but without public attendance, who can view online. 

Financial Matters to include:

Estimate for precept – members discussed at length any future projects that may impact on the budget, this included speed signs, street lights and mirror.  It was agreed unanimously to set the precept estimate at £3236.00.

Invoice from LALC re AGM £33.00 – This was agreed and a cheque was duly drawn up and signed.

Reimburse clerk £18 for Poppy Wreath – this was agreed and a cheque was duly drawn up and signed.

Glendale invoice £876.60 for grass cutting July, August and September 2021.  This was agreed to pay, a cheque was duly drawn up and signed.

Planning matters to include:

Planning Application: 143706 – Planning application for change of use of paddock to garden at The Holloway and The Old Workshop Land east of Owmby Road, Spridlington – Councillor Marris left the room for the discussion of this item.  Members discussed the trees, land size, and the amount of the paddock that would be remaining.  Other residences that were nearby were discussed along with hedging and fencing and views.  It was agreed that a reply of no comment would be made to West Lindsey District Council.

Indoor Motocross proposal – Members discussed the proposed application, to look at capturing data for road use during the winter months.  Members discussed the possible noise levels.  KM to draft a letter to Collets.

Asset of Community Value – application has been completed and posted, MM explained about the hedge, view and bench.

Land at Owmby Road – Birkett – land has been in the family for many years, suggest parish council would pay for hedge trimming.

Highway matters to include:

Junction at Hackthorn Road/Cliff Road not in a good condition

Footpath from VH towards Owmby to be looked at.

Resignation of Councillor Joy Smith – clerk to send a message of thanks to Mrs J Smith.

Any other items for discussion

Change of date of meetings to Wednesdays at 7pm.  This was agreed by all – new dates 12.01.22, 09.03.22, 11.05.22.
