Minutes of the meeting of Spridlington Parish Council held on Tuesday 16th July 2019 at 7.30pm in Spridlington Village Hall.
Present: Councillors Marris, Clough, Cowling, Smith and Grant. Also present were District Councillors England and Grimble
1. Apologies and their reasons for absence were received from Councillor Kealey and PCSO Law.
2. To receive declarations of interest in accordance with the 2000 Local Government Act. Members may make any declarations of interest at this point, but may also make them at any point during the meeting. There were no declarations at this point of the meeting.
3. Minutes of meeting held 07.05.19 – These were read and signed as a true record.
4. Matters arising from those minutes
a) Potholes had been repaired and pavements are marked up.
b) Online banking to be arranged.
c) NHP is in the process of being examined with questions raised and answered.
5. Policing matters to include
a) Report of dogs running around Cliff Road, but not found.
b) Speeding tractors – councillor Smith had spoken to the contractors about this and requested that they respect the parishioners and other road users.
6. County & District matters to include
a) Central Lincolnshire Local Plan https://central-lincs.inconsult.uk/ - The members discussed the number of houses required and how the numbers had been rounded up and down and that the actual houses differ to those in the document. The NHP had not been considered. The matter was discussed at length. It was agreed that MM, DC and MG would meet afterwards for a response. District Councillor England suggested setting up a group for NHP groups at WLDC.
b) Councillor England reported on the public meeting for the budget consultation to be held. He also updated members on WLDC key staff changes.
8.05pm – District Councillors leave the meeting.
7. Highway Matters to include
a) Light on village hall – The light had not been fixed, no replied had been received from WLDC. Councillor Marris to email Grant White at WLDC.
8. Planning Matters to include:
a) Neighbourhood Plan – The steering group may need further funds. More information to be forwarded when details are known.
9. Financial matters to include:
a) Donation to the Signpost Magazine, as agreed £150.00 – agreed and cheque was drawn up.
b) Donation to Spridlington Village Hall, as agreed £270.00 – agreed and a cheque was drawn up.
c) Invoice from WLDC re election charges (May 2019) £101.49 – agreed and a cheque was drawn up.
d) Glendale grass cutting invoice £137.71 for one cut – agreed that the invoice should be paid. A cheque was drawn up.
10. Broadband – Councillor Clough gave an update – he had spoken to relevant people about the Broadband, OfCom – universal obligation was discussed.
11. Correspondence to include:
a) Community Links News
b) Creative Play brochure
c) Clerks and Councils Direct – May and July
d) Glasdon brochure
e) HAGS play equipment
f) LCC fire safety at home
12. Any other items for discussion
a) Vehicle activated sign - £2500 for a sign from Westcotec. Councillor Clough to research and feedback at next meeting.
13. Items for inclusion on the next agenda – VAS.
14. Date and Time of next meeting – September 17th, 2019, 7.30pm in Spridlington Village Hall.
