Minutes of the meeting of Spridlington Parish Council held on Tuesday 17th September 2019 at 7.30pm in Spridlington Village Hall.
Present: Councillors Marris, Clough, Kealey, Smith and Cowling.
1. Apologies and their reasons for absence were received from Councillor Grant and PCSO Law.
2. To receive declarations of interest in accordance with the 2000 Local Government Act. Members may make any declarations of interest at this point, but may also make them at any point during the meeting. There were no declarations at this point of the meeting.
3. Minutes of meeting held 18th June, 16th July and 7th August. These were read and signed as a true record.
4. Matters arising from those minutes- no matters arising.
5. Policing matters to include
a) Report from PCSO Law – see attached regarding burglary of outbuildings on Faldingworth road and cow loose on Faldingworth Road. Members discussed what ‘holistic’ meant on the report.
6. County & District matters to include
a) Civic Service – 22.09.19 – Councillor and Mrs Clough will attend.
7. Highway Matters to include
a) Light on village hall – complaints had been received regarding the light. The light had been switched off. The toilet lights are on the same switch as the outside light. Councillor Clough has been in touch with Grant White at WLDC regarding this matter.
b) Vehicle Activated Sign – Cliff Road VAS is often triggered. Members discussed speeding in the village and various types of VAS eg fixed or portable. It was agreed to look for prices for a battery powered VAS.
8. Planning Matters to include:
a) Neighbourhood Plan – examiner has produced a draft report, all matters that cropped up have been settled. Report recommendations have been issued to WLDC, plus any changes that the examiner would like to see. Matter regarding changing the PDF version was discussed, this is on a 6 week deadline and cannot change maps. SNHSG understood that WLDC have overall responsibility. Councillor Kealey to speak to Mr Brown to clarify situation.
b) Application Ref 139885 (extension given by WLDC for reply date due to date of PC meeting) - https://planning.west- lindsey.gov.uk/planning/details.asp?id=139885&nb=1#content – no comment to make on this application.
9. Financial matters to include:
a) Grass cutting July and August £275.42 in total, agreed to pay. A cheque was duly drawn up and signed.
10. Broadband – A meeting on 26th September has been set up at WLDC for the Broadband officer and champions to attend. Councillor Clough gave information to members about the Ofcom/BT obligation to provide faster broadband if requested.
11. Correspondence to include:
a) Clerks and Councils Direct – September
b) LALC AGM and report
12. Any other items for discussion
a) Councillor Smith had contacted LCC regarding lack of signage at the road closure.
b) Members discussed the digester transport problem through the Parish.
13. Items for inclusion on the next agenda – nothing at this point.
14. Date and Time of next meeting – November 19th, 2019, 7.30pm in Spridlington Village Hall.
