Minutes of the meeting of Spridlington Parish Council held on Tuesday 21st  January at 7.30pm in Spridlington Village Hall.

Present:  Councillors Marris, Clough,  Kealey, Grant,  Smith and Cowling and District  Councillor Grimble

1.   Apologies and their reasons for absence were received from PCSO Law.

2.   To receive declarations of interest in accordance with the 2000 Local Government Act. Members may make any declarations of interest at this point, but may also make them at any point during the meeting.  There were no declarations at this point of the meeting.

3.   Minutes of meeting held 19th  November 2019 and 17th  December 2019 – These were read and signed as a true record.

4.   Matters arising from those minutes – the numbers of geese on the reservoir appear to have reduced.

5.   Policing matters to include

a)   Report from PCSO Law – there was nothing to report.

6.   County & District matters to include

a)   WLDC – Community Awards (see previous email) – agreed not to nominate.

b)   Lincolnshire Environmental Awards (see email) – agreed not to nominate.

7.   Highway Matters to include

a)   Vehicle Activated Sign – Councillor Clough updated the matter – to be put on future agendas.

1934 District Councillor Grimble arrives.

b)   Potholes on the A15 had been reported.

8.   Planning Matters to include:

a)   Neighbourhood Plan and correspondence – Councillors Marris and Clough and Mrs Clough attended at WLDC, the plan is made and was presented.

b)   Application Ref 140356 – no comment

c)   Application Ref 140442 – no comment, council supports this application.

9.   Financial matters to include:

a)   Precept £3622.55 agreed unanimously to present to WLDC for payment.

10.   Broadband – interest in the voucher scheme showed £96000 worth of interest in response to the mailshot. DC met Mr Lockwood on 6th January 2020, cost unknown at the minute for the scheme. Other alternatives include Phase 3 and the universal obligation (details to be known by 3rd March 2020).

11.   Correspondence put out for perusal.
 
12.   Any other items for discussion – members discussed farm tenancy agreement, MM has spoken to a land agent, discussed rent, RPA payments, MM to draw up an invoice for rent due.

Members discussed the condition of the hedge at the t-junction.
