Minutes of a meeting of Spridlington Parish Council held VIRTUALLY ON ZOOM on Thursday 28th May 2020 at 7.30pm. – meeting ID 216 046 9124 (please email mariawass@live.co.uk  for password)

Present: Councillors Marris, Clough, Smith, Grant, Kealey, O’Brien and District Councillor England

1.   Apologies and their reasons for absence – there were no apologies received.

2.   To receive declarations of interest in accordance with the 2000 Local Government Act. Members may make any declarations at this point, but may also make them at any point during the meeting. Councillors Marris and Kealey declared an interest in item 7d (donation to village hall).

3.   Minutes of meeting held 21st January 2020 – these were read, an error in the precept figure was corrected to £3266.55 and it was noted that the Vehicle Activated Sign is put on hold for now. The minutes were agreed as a correct record after the alteration. Signed by clerk on agreement with members.

4.   Matters arising from those minutes

a)   Tenancy agreement invoice for field had been drawn up and paid £250.00.

5.   Policing matters to include: - there was nothing to report.

6.   County & District Matters to include:

a)   Councillor England reported that the Lincolnshire Echo had approached him as West Lindsey has the 5th lowest infection rate in the country, all agreed that this is very good news.

b)   Councillor England will be continuing as Chair of WLDC.

c)   Councillor England gave information regarding the grant scheme in WLDC for small businesses and that grants were arranged from application form being received to the money being in the claimant’s bank in a 48 hour turn around.

7.   Financial Matters to include:

a)   Insurance due £196.26 – proposed and seconded to pay, unanimous decision.

b)   LALC subscription £74.42 – proposed and seconded to pay, unanimous decision.

c)   Clerks salary at £9.77/hour (1.5 hrs/week) £762.06 – proposed and seconded to pay, unanimous decision.

d)   To discuss a donation to Spridlington Village Hall. Councillors Marris and Kealey were put on mute for this item. Members discussed the donation and unanimously agreed to donate £270.00.  This to be put on the next agenda.

Councillors Marris and Kealey were un-muted for the remainder of the meeting.

e)   To discuss a donation to Signpost Magazine – members discussed the donation and agreed a figure of £150.00.  To be put on the next agenda.

f)   Village Hall hire invoice £56.00 – proposed and seconded to pay, unanimous decision.

g)   Glendale grass cutting invoices £141.84 x 2, proposed and seconded to pay, unanimous decision.
 
h)   Councillor Marris reported to the meeting that the Annual Return and accounts were with the Internal Auditor.

8.   Planning matters to include:

a)   Provisional plans for Fraxini, Faldingworth Road – members had perused the draft plans and discussed the matter. In the Councillors’ opinions, it was thought that the proposed extension would be too close to the bungalow on the west side and windows would also overlook.  Members asked the clerk to write to the owners to give the members thoughts, and to ask if they’d like to meet a member of the parish council.

9.   Highway matters to include:

a)   Dog fouling near to Council Houses, Cliff Road – members discussed the ongoing problem.  Councillor England will seek a dog poo bin for this end of the village.

10.   Broadband update – members had been updated via email (see attached) £96000 worth of vouchers had been sought. 1st estimate came in from Openreach at £28000; a fixed figure of £32500 was then received. This was able to be covered between 17  residential properties and 2 businesses in the village, scheme is approved and ongoing. Completion date approximately March 2021. Councillors congratulated Councillor Clough on this scheme.

11.   Vehicle Activated Sign update – to be put on hold.

12.   LALC – clerk commented to the members that the work and support of the LALC had been in invaluable for the last two months; clerk had personally thanked the LALC for their support.

13.   Volunteer Group update – 9 initial volunteers, 3 had returned indemnity forms. Shared information regarding local delivery firms to the village, volunteer to collect shopping, prescriptions, make a friendly phone call or post mail. From 31.03.20 to 16.05.20 3 people had asked for help with shopping and 1 person had required help with posting a letter.

14.   Any other items for discussion

a)   Verge damage/gouge at t-junction (Hackthorn Road/Cliff Road). Clerk to report on Fixmystreet.

15.   Items for inclusion on the next agenda – nothing for this meeting.

16.   Date and time of the next meeting(s) – 14.07.20, 08.09.20, 10.11.20, 12.01.21, 09.03.21 and 11.05.21.  All meetings start at 7.30pm with the exception of 11.05.21 which will start at 7pm for the Annual Parish Meeting.

Meeting closed at 8.02pm
