May 2023 DRAFT Minutes Annual Parish Meeting

SPRIDLINGTON PARISH 

Minutes of the annual parish meeting held on Tuesday, 16th May 2023 at 6.30pm in the Village Hall.

Present: M.Marris (Chairman); D. Cox; K. Morton.

In attendance: the Clerk.

Apologies: R. Cowling. 
 
To approve the Minutes of the last meeting held on 11th May 2022: The minutes were signed as a true record.

Chairman's report: The Parish Council has had a year of change with a new clerk and said goodbye to Maria after fifteen years’ service. Council is very grateful that Helen has taken on the role. Council also lost a couple of councillors but have welcomed two new ones.. However, there is still the need to keep looking as there are still two vacancies for co-option  

Responsible Financial Officer's Report: The precept remained the same but there was a big difference in Income: three years’ worth of LCC grass cutting totalling £2064.10; Community Infrastructure Levy (CIL) of £827.33; WLDC grant £250. Making almost double the increase. Council should look at reviewing the field rent. 

Expenditure too had increased with significant increase in the clerk’s fee made up of two payments to the ex clerk (one for 2021/22) and the salaries for two clerks in 2022/23 period. There was also two years’ hall hire to pay; tree pruning of £1680 and payment to LALC which included training and website maintenance; new bench costing £606.25 offset by the WL grant. Reserves carried forward are £10,429.09, £829.33 of which is earmarked reserves as CIL.

Open meeting: Mrs Morton said going forward she would like to see the council set objectives in support of the community and any aspirations they may have.
