SPRIDLINGTON PARISH COUNCIL

Minutes of the Meeting of the Parish Council held on 12/3/2024 at the Village Hall

Present:- Cllr M. Marris (Chairman), Cllr D Cox, Cllr K.Morton. 

In attendance: Helen Pitman (Clerk) 

Visitors: None.
 
1.   Apologies for absence and reasons given:- Cllr R. Cowling. Apologies accepted.

2. Co-option of councillor: No interest. 

3.   To receive declarations of interest in accordance with the 2011 Localism Act:-  None.

4.   Notes of meeting held on 9th January 2024 to be approved as minutes:-

The minutes were signed as a true record.  

5.   Chair and councils comments:-  The chairman informed council that the road sweeper had been in the village but not completed sweeping the whole village.

6.   Clerk’s report on matters outstanding:-  Nothing to report.

7.   Planning matters:- No planning applications.                                                                         

Cllr Cox reported that the recent inter parish meeting re Scampton had been cancelled at the last minute so nothing to report.

Council discussed whether to review the Spridlington Neighbourhood Plan. Cllr Morton will speak with Nev Browne at WLDC to discuss. She will also look at Ingham’s draft plan and notify council if any issues to raise during the consultation period. 

8.   Correspondence:-  Circulated. 

9.   Financial matters:- Council resolved to pay: H. Pitman £312.95; Village hall £120. Chairman has issued invoice to tenant for rent of the parish field and confirmed a refund of £770.40 has been received from LCC for grass cutting. Grass cutting quote from Glendale accepted. Balance in accounts as at present day £3874.74; £8024.24 savings. 

10.   Update on treeworks on Owmby Road:- Cllr Morton confirmed no update has been received from LCC and will chase agenda 

11.   To approve financial risk assessment:- Defer.

12.   To discuss new bench and planters for village:- Agreed to relocation of bench on land at Owmby Road ie 180 degree turn to face away from bushes. Cllr Morton will contact parishioner re existing planters to see whether these may be reused.

13.   To agree date for clerk’s appraisal:- 14th May at 6pm before the annual parish meeting. Cllrs Morton and Cox to attend.

14.    Reports from outside bodies:- The police report has been circulated and it was agreed that Cllr Cox will attend the parish police meeting on 4th July.

Following a meeting with LRSP, Cllr Morton has circulated a report re speeding in the village. Purchase of a new flashing speed sign and forming a community speed watch team were discussed and it was agreed that the opinion of residents be sought at the annual parish meeting. Flyers to be distributed to invite residents to attend and give their views.

Concerns were raised that there has been no attendance from West Lindsey councillors for almost a year. The clerk to contact

15.     Items of information to be noted and if necessary to be dealt with at the next meeting:- 

Cllr Cox informed council about the portrait of King Charles that is available free of charge via LALC. Council agreed to her obtaining a copy, to be hung in the village hall where council meetings are held, providing the committee are agreeable.

Agenda items: treeworks on Owmby Road; speeding initiatives; financial risk assessment.

There being no other business the meeting closed at 7.45pm.
